It's odd to me because usually when you have too many retextures the game freezes on the loading screen. Another thing - I would strongly recommend using this mod to remove the mod limit - as it's possible you could be running into problems with the mod limit in the existing executable.

One thing to try also is to just try removing all but 1 or 2 mods and experiment with those first to get them working. Also most mods will not have any menu entries - you will just see them work in-game. You might also change your MODS folder name to be Mods with a capital M - I don't know if that makes a difference or not, but just fyi as something to try.

Manually install all your mods - it's really pretty darn easy and you'll learn more about how they work and be able to troubleshoot them better on your own. I would recommend actually not using any kind of mod manager. Don't use Vortex to install Witcher 3 mods.
